Found a bar inside the door that needs to be in the up position. Found some posts on various forums where people used springs to fix the problems. Other paid hundreds of dollars to fix. I bought a spring at Ace hardware for a $2 fix.

98 Ford Explorer Door Won't Open Part 1
Just showing the problem I was having with my '98 Ford Explorer. A couple
weeks ago the door handle just stopped working on the driver door. All
tension was lost in the handle. I couldn't use the remote to open. The
remote would open all other doors. Sounded as if it wanted to open but
just couldn't. I wasn't able to open from the inside either. I had to
flip the door lock back and forth while pulling on the door lock pull and
finally lucked out. I got the door open and pulled the panel off using a
screw driver. Later I found you could get a door pull at Autozone for
$9.99 probably would have been a lot easier.

The cable sheath ends break easy. I fixed each one for about $5 each.
Each latch/cable assembly cost about $180 at the dealer. That is $720 to
fix all the cables. This video is only for the upper cable but the lower
one is very similar.
I will add more info as I find it. Keep scrolling down.
